It verifies the signature and seal of the issuing official, ensuring the document is valid under the 1961 Hague Convention without needing further embassy legalization.

 In New Jersey, a notary public cannot notarize documents where they have a direct financial or beneficial interest, or for a spouse/civil union partner. They also cannot notarize incomplete documents, signers not in their presence, or documents in foreign languages. Prohibited acts include certifying copies of vital records (birth/death certificates).
